These are good places to get your project seen and many of them have equipment to lend. You may be required to fake an address in a neighboring town to gain access to better equipment.

Pity this isnt available to the UK community. Would be nice for all that license fee to help the emerging talent rather than replay the same old crapola.

In the U.S. public acsess is pretty good for younger producers. At my particular station we have 2 G4's with final cut pro 2 and 4 pd-150's. All for free. However alot of station in our area are lucky if they have one imac with imovie2 and a digital 8.
Like I said its good for younger producers because you can only pump money in to your project, you can't sell your movie and the station owns the rights to your film.

The station in my town has informed me that I have all rights to my work and can do with them as I please but if and when I decide to attempt making a profit off of them I forfeit my membership. If your station is saying they own your work it's most likely their policy, not law.
